On 27 August, an online seminar dedicated to public real estate management was held with the participation of representatives of the State Assets Management Agency of the Republic of Uzbekistan, the Federal Institute for Real Estate of Germany (BImA), the German Federal Ministry of Finance, the German Society for International Cooperation (GIZ), and Indecon Consulting.
The main objective of the seminar was to study Germany’s experience in public real estate management and to exchange knowledge on modern management mechanisms and practical approaches.
Opening the event, Sohibjon Murodov, Director of the State Assets Management Agency, noted: “Germany has many years of systematic experience in public property management. BImA’s institutional structure, as well as its transparent mechanisms for property valuation, sale and leasing, represent a highly valuable source of knowledge for us. Studying Germany’s rich institutional experience is of great importance for further improving the state asset management system in Uzbekistan and for building a modern, digital and transparent management system.”

During the event, information was presented on BImA’s role and activities in the centralized management of public real estate, as well as on the modern management approaches applied in this area.
In particular, BImA representatives Jörg Musial and Robert Erfen presented Germany’s practical experience in managing federal public real estate, ensuring the efficient management of properties and their rational use. The seminar discussed mechanisms for transferring public real estate assets to centralized management, maintaining digital asset registers, providing technical maintenance for properties, and approaches to bringing unused or inefficiently used public property into economic circulation.

Dr. Kristina Klas, Head of a Division at the German Federal Ministry of Finance, noted in her remarks: “Today, Uzbekistan is demonstrating the implementation of dynamic reforms aimed at improving the state asset management system and advancing privatization. Consistent steps are being taken to ensure more efficient and modern management of public property, expand the role of the private sector, and introduce new mechanisms for working with assets. For us, it is important not only to share Germany’s experience, but also to gain a closer understanding of the changes taking place in Uzbekistan.”
The seminar also highlighted the importance of the long-standing cooperation between Uzbekistan and Germany in the field of state asset management. Within the framework of this cooperation, the exchange of experience in public real estate management is planned to be implemented in three stages.

The first stage предусматривает the organization of online training seminars for Agency specialists. The second stage involves organizing a visit by German experts to Uzbekistan and identifying promising areas of cooperation. The third stage envisages a practical visit by an Agency delegation to Germany to directly study BImA’s activities and public real estate management mechanisms.
At the end of the seminar, participants received answers to their questions and discussed the study of advanced practices in public real estate management, as well as promising areas for future cooperation.
The seminar will contribute to the further improvement of the state asset management system in Uzbekistan, particularly in the area of public real estate, the study of advanced international experience, and the practical implementation of modern management approaches.
