A meeting of the Public Council under the State Assets Management Agency was held to review the Agency’s performance for the first nine months of 2026, new privatization mechanisms, the development of the E-auksion electronic trading platform, as well as the further activities of the Public Council.
Opening the meeting, Sohibjon Murodov, Director of the State Assets Management Agency, emphasized the important role of the Public Council in ensuring open dialogue with representatives of the public and discussing current issues in the field of state asset management and privatization.
During the meeting, the Public Council was presented with information on the Agency’s results for the first nine months of 2026. In particular, it was noted that the volume of privatization amounted to UZS 26 trillion, while assets and land plots with a total value of UZS 53.2 trillion were put up for auction.
Particular attention was paid to the new mechanisms introduced under Presidential Decree No. PF-177 dated August 28, 2026. Under the new approaches, entrepreneurs are provided with the opportunity to make an advance payment of 15 percent, pay the remaining amount in interest-free installments, and receive a discount of up to 25 percent subject to the established conditions.
Members of the Public Council also reviewed the results of the E-auksion electronic trading platform. It was noted that from January to September 2026, 116,784 properties were put up for auction, of which 52,256 were sold. The number of users who participated in the auctions exceeded 3 million.
The meeting also covered the platform’s digital innovations, including the use of artificial intelligence to analyze lots, viewing properties on a map, comparing offers, and searching for similar lots. Plans to launch an updated web version and mobile application of E-auksion were also presented.
One of the key issues discussed at the meeting was the election of a new Chairperson of the Public Council. Following the discussion, Odiljon Tojiyev, Deputy of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan and member of the Committee on Labour, Healthcare and Social Issues, was elected Chairperson of the Public Council.
The Public Council was previously chaired by Bobur Bekmurodov. The decision to change the Chairperson was made in view of the need to ensure the objectivity and independence of the Council’s performance assessment. In particular, Bobur Bekmurodov represents the Yuksalish Movement, which conducts an annual assessment and prepares a ranking of the performance of public councils. In this regard, a decision was made to eliminate a potential conflict of interest, as a person associated with an organization that evaluates the performance of public councils should not simultaneously chair one of the councils being assessed. At the same time, the deputy will remain a member of the Public Council under the State Assets Management Agency.
Thus, the election of a new Chairperson is aimed at ensuring the principles of objectivity, transparency and independent assessment of the Council’s activities.
The meeting concluded with a discussion of proposals to further improve the activities of the Public Council.
